Sayed Abdul Razaq Luqman

Sayed Abdul Razaq Luqman is a seasoned Afghan diplomat, legal expert, academic, and media analyst with extensive experience in international law, human rights, governance, and diplomacy. He has held key positions in Afghanistan’s Ministry of Foreign Affairs and diplomatic missions, contributing significantly to legal reforms, international cooperation, and peacebuilding efforts.

 

Luqman served as Deputy Ambassador to the Organization of Islamic Cooperation (OIC), playing a pivotal role in strengthening Afghanistan’s diplomatic ties with member states and engaging in policy discussions on human rights, counterterrorism, and regional stability. As Deputy Director of Laws and Treaties at the Ministry of Foreign Affairs (MOFA), he was instrumental in drafting and reviewing international agreements, advising on legal frameworks, and representing Afghanistan in diplomatic negotiations. Additionally, he served as First Secretary at the Afghan Embassy in Tokyo, where he worked on bilateral relations, international trade agreements, and cultural diplomacy.

 

Beyond diplomacy, Luqman has been deeply involved in academia and legal advocacy. Currently, he is a lecturer at Afghan Women Online International University, where he teaches political science, international law, and governance. He has authored academic works on human rights, legal reform, and conflict resolution, contributing to scholarly discourse on transitional justice and the rule of law.

 

Luqman has actively participated in over 300 national and international television discussions, debates, and interviews, addressing critical issues such as human rights, civil society development, political crises, religious freedom, and peacebuilding. He has also created and hosted 52 television programs, providing in-depth analysis of socio-political issues.

 

His contributions extend to international development initiatives, including assisting with Japanese government projects in Afghanistan and engaging with organizations like the International Development Law Organization (IDLO) and OIC Islamic Bank to support education and governance reforms.

 

Luqman’s dedication to justice, human rights, and legal diplomacy continues to drive his work in academic, diplomatic, and media platforms. His expertise in law, international relations, and policy-making has positioned him as a key advocate for peace, stability, and the rule of law in Afghanistan and beyond.
